Legislation news: A new Decree on the sphere of control (supervisory) activities

Decree No. 227 dated 06.06.2025 “On improving the effectiveness of control (supervisory) activities” (hereinafter – Decree No. 227) was signed. It adjusts the procedure for such activities, defined by Decree No. 510 dated 16.10.2009. Starting from 01.01.2026 Decree No. 510 it will lose its validity.

Decree No. 227 repeals:

– the obligation of business entities to keep a book of control (supervisory) measures and a work log. This information is already being entered into the integrated automated system of control (supervisory) activities;

– the need to maintain and use a single information database of regulatory (supervisory) authorities.

Decree No. 227 approved the Regulation on the procedure for carrying out technical (technological, verification) measures, which sets out the terms, rights and duties of subjects and officials of controlling (supervisory) bodies.

The norms concerning the measures of responsibility of such bodies for violating the procedure for conducting inspections, monitoring, and technical measures have been fixed.

Decree No. 227 will enter into force on 01.01.2026. Decree No. 227 will not apply to inspections, monitoring and technical (technological, verification) measures that will be initiated before 01.01.2026.
