Legislation news: The Ministry of Antimonopoly Regulation and Trade clarifications regarding new pricing requirements

Due to the amendments to the Resolution of the Council of Ministers of the Republic of Belarus dated 19.10.2022 No. 713 “On the price regulation system” (hereinafter – Resolution No. 713), MART clarified the practical aspects of its application.

Thus, importers, when forming selling prices for consumer goods, must make economic calculations confirming the level of selling prices, with accountant breakdown of cost items.

Importers also need to provide information related to the establishment of regulated prices for consumer goods in addition to the information specified in the shipping document (consignment note) in accordance with the legislation.

In this regard, starting from April 15, 2025, importers will be required to indicate in shipping documents the percentage of the importer’s surcharge including for the remaining consumer goods that importers had on April 14, 2025.

It should be noted that when selling the remnants of consumer goods that importers had on April 14, 2025, the prices of such remnants should not exceed the price level for the same goods that newly arrived after April 14, 2025.
