Recycling Fee Rates for 2026 and Benefits for Paying Recycling Fees
Changes in recycling fee rates
From April 29, 2026, Resolution of the Council of Ministers of the Republic of Belarus No.195 dated April 23, 2026 “On Recycling”, established recycling fee rates in Belarus for wheeled vehicles chassis, and amended recycling fee rates for vehicles, self-propelled machines and trailers for them.
In respect to vehicles, self-propelled machines and trailers thereto, manufactured (produced), completed on the territory of the Republic of Belarus, shipped in the second quarter of 2026, the tax return (calculation) for the recycling fee must be completed in accordance with clause 2 and 3 of Article 306 of the Tax Code of the Republic of Belarus:
- using the rates effective by April 28, 2026, if such items are shipped by April 28, 2026;
- using the new rates effective from April 29, 2026, if such items are shipped from April 29, 2026.

Unlawful use of recycling fee benefits (following inspections by the State Control Committee)
In the Mogilev region, cases of unlawful use of recycling fee benefits for the import of trucks have been identified.
The State Control Committee of the Mogilev Region has established that 5 of the 18 inspected private business entities unlawfully used recycling fee benefits when importing vehicles into the republic in 2025.
These benefits are provided to carriers to upgrade their freight vehicles and encourage the export of domestic products. A condition for receiving the benefits is that the vehicles be used exclusively for international carriage during one year after import. Entities that violated this requirement also used imported vehicles for domestic carriages during this period.
The amount of misused benefits reached almost 300 thousand rubles.
